Responsibilities of public officials and employees: legislative comparison in Guatemala, Argentina, Panama and Chile

OBJECTIVE: to describe the responsibilities of public officials and employees regarding integrity: comparative legislation between Guatemala, Argentina, Panama, and Chile. METHOD: a bibliographic review focused on the comparative analysis of the regulatory frameworks that regulate the ethics and accountability of public servants. Twenty-one documents were consulted, of which 15 were selected for their thematic relevance, relevance, and institutional support. Sources included academic articles, theses, technical reports, and legal documents issued by official entities. RESULTS: the legal frameworks analyzed share key principles such as transparency, accountability, legality, and impartiality, although they vary in their implementation and oversight. In Guatemala, the regulations are based on a complementary legal framework that prevents and sanctions ethical, administrative, economic, budgetary, and other specific types of misconduct. In contrast, Argentina, Panama, and Chile offer diverse models that integrate training, evaluation, and institutional oversight mechanisms tailored to their own political and social contexts. CONCLUSION: integrity in public service requires a solid and articulated regulatory framework, but its effectiveness depends on political will, effective oversight, and the promotion of an institutional ethical culture. The different strategies employed by the countries analyzed show that it is possible to achieve high standards of integrity from a variety of perspectives, provided there is a genuine commitment to transparency and public ethics.
