Lack of application of public policies of the penitentiary system in Jalapa

PROBLEM: Question: Does the lack of application of public policies of the penitentiary system in the Department of Jalapa limit the social rehabilitation of those who are linked to criminal proceedings? Approach: The lack of application of public policies of the penitentiary system in the Department of Jalapa results in the flagrant violation of the fundamental rights of those deprived of liberty. OBJECTIVE: Establish the lack of application of public policies in relation to the Jalapa prison system. METHOD: The Case Study was addressed, through the application of 3 interview forms, the first one was applied to 10 officials, among judges, prosecutors and trial lawyers, male professionals, over 40 years of age; the second one was applied to prison staff, interview 10 people, male, over 30 years of age; and the third, applied to men and women deprived of liberty, carried out by 40 people, male, over 25 years of age; conducting qualitative research. RESULTS: The first interview, 90% responded that the public policy of the penitentiary system in Jalapa is not applied; the second, 90% are unaware of the authority of the prison system in Jalapa; The third interview applied to private men and women deprived of liberty, 95% establish a lack of minimum living and health conditions in the Jalapa prison. CONCLUSIONS: That the penitentiary system in the Department of Jalapa lacks the rectory of the penitentiary authority, there is no intervention by the Departmental Governor, the infrastructure and habitability conditions in prisons must be improved
